fix/render-dynamic-config-values
The pre-#354 Tauri command rendered a template function's argument values
against the model's environment chain before passing them to the plugin's
dynamic config callbacks. The decouple refactor moved auth config rendering
into the shared yaak-commands handler but dropped it for template functions:
cmd_template_function_config ignored the environmentId the frontend was
already sending and passed raw values to a parameter literally named
rendered_values.
Visible symptom: the 1Password plugin's vault dropdown never loads, because
its token argument defaults to ${[1PASSWORD_TOKEN]} and the vault-list
callback received that literal string instead of the token.
Generalize auth.rs's render_auth_values into render.rs as render_form_values,
use it from both the auth and template function config handlers, and add a
test mirroring auth_values_are_rendered_before_the_host_sees_them (fails
before this change).
