Description

Gitlab allows you to have multiple different templates for different kinds of issues. I think this is a pretty useful feature and should be implemented in gitea.

If implemented, the default .gitlab/issue_templates/ path should also be added to the list of possible template file names for templates.

Partial duplicate of #5488, which mentions issue templates.
There is a PR open for this, however it only covers issues and not PR templates.
