Description

i try to create artifact using gitea admin command line but seems the help are outdated or does not are correct

can this create users?
can this create artifacts? what of?

also gitea admin help does no seems are right speled or are outdated

documentation seems are very limited at gitea web page, no docs related, no sources doc related

i have some problems related to some issues reported by me! that's why i put this "too generic" issue about admin! should i report every specific issue? (i do not that due ther's too many issues in the github repository)
