generating release notes. Categories include:

- 🧪 Tests
- 🔧 CI/Infrastructure
- 🔥 TinyTorch (area: tinytorch)
- 🌐 Website (area: website)
- 🛠️ Other Changes

Excludes skip-changelog, dependencies, and chore labels.
