chore(text-processing): restructure Markdown subsection and add TOML

Browse Source 
- Replace Jimmy, Mistune, Python-Markdown with markdown-it-py, markdown,
  markitdown, and mistune (lowercased names, added CommonMark parser)
- Add new TOML subsection with stdlib tomllib entry
