Add light tints to tag color picker. Make it easier for users to choose tag colors without searching out hex codes.

Default light tag change text to black. Add new default hover color so it acts like the rest of the light tag colors (lightens).

I started by lightening the existing colors from the picker, but they turned out so many looked alike when lightened. I then used the color wheel to pick a tint of ~0.70 lightness and ~0.85-0.90 lightness for10 basic colors.

@youngcw - please take a look. 😀 I hope these colors are what you were thinking of for refined light tags.
