Michael Graff beb52a4b18 add tests for isc_atomic_xadd() and isc_atomic_xaddq() since there is some suspicion that they may not be working properly on all platforms. This is committed direclty to the mainline as it's only a test. I did not regenerate configure from configure.in, but just added the one Makefile line. Evan will take a quick look at this after it's committed.
