Is now an error if a IPv6 address is used in a transfer-source or
query-source statement.
Ditto for an IPv4 address in *-v6 statement.
Cleaned up error messages.

iteration (after reporting them); in particular, do not INSIST() that
no such errors occur. Clarify the way this works by using the new
ISC_R_IGNORE result code.
