Fix documentation for the "max-ixfr-ratio" option

Commit 9fb6d11abb (which converted BIND 9
documentation from DocBook to Sphinx) inadvertently removed a paragraph
from the description of the "max-ixfr-ratio" option.  Add the missing
paragraph back.
