feat: add Fizzy template blueprint

Fizzy is a Kanban-style issue and idea tracker by 37signals (Basecamp).
- docker-compose with SQLite storage volume
- template.toml with SMTP, VAPID, and Rails configuration
- SVG logo and meta.json entry
