Could you verify that the user isn't listed under 'All Users' in the server admin panel? You'll need to log in as the root user to access this page: Pangolin Admin Users (Example Link)

Yes I can confirm I have removed them from there too.

Do you see any errors or logs in the pangolin container that you could share when you reproduce this issue?

Following on from this as it seems like a similar issue - I invited a user (internal user - no identity provider). Their invite link expired before they used it. The user doesn't appear in the users list. When I go to make a new invite with the same email address, I get the same error message as OP
