Describe the Bug

After creating a local site, i cannot add any private resource to it, i can only select newt site on the droplist

Environment

  • OS Type & Version: (e.g., Ubuntu 22.04) debian 13
  • Pangolin Version: 1.18.4
  • Gerbil Version:1.3.1
  • Traefik Version:3.6
  • Newt Version: N/A
  • Olm Version: N/A

To Reproduce

1 : create local site
2 : create private resource
3 : local site not present in checklist

Expected Behavior

being able to select local site as target of private resource

This is intended local sites can only be used for public resources at the moment.
