Description

get_function_module_by_id calls Functions.get_function_valves_by_id on every chat request. Valves are admin settings that almost never change, so this is a DB round-trip on every message for no reason.

Added app.state.FUNCTION_VALVES = {} alongside the existing FUNCTIONS and FUNCTION_CONTENTS caches. get_function_module_by_id now does a cache-first lookup. The cache is evicted in the three places where valves can go stale: when an admin saves new values, when function code is updated (the Valves class may have changed), and when a function is deleted.
