Introduced the ability to pass optional arguments ([options] & [package-index-options]) to pip install in our tools/functions scripts.

Added

Support for custom pip install arguments ([options], [package-index-options]), allowing for advanced usage scenarios like specifying custom indexes, using proxies, and additional configuration.
