Description
This pull request adds a new start_windows.py script to the backend folder of Open WebUI, which simplifies the process of starting the server by automating various tasks. This script combines the functionality of both scripts and provides a unified way to start the server. The script is designed to be an alternative to the existing start_windows.bat script.

start_windows.py Python script to start the server. The existing shell scripts, start.sh and start_windows.bat were not modified and are still available and functional.
Additional Information
Users can now optionally start the server on Windows using python start_windows.py instead of ./start.sh or ./start_windows.bat.
The script sets environment variables, installs dependencies, and starts the server.
This PR requires thorough testing and review before merging. The code was generated using AI, and I personally have only tested it on my local machine (Windows 11 Pro in VSCode).
