Permission Checks now include Users during retrieval of Models, Knowledge and Prompts.
-Permission Checks for Models, Knowledge and Prompts now use the same function.
Required for https://github.com/open-webui/open-webui/pull/20997 to properly work.

Added

Permission Checks for Users during retrieval of Models, Knowledge and Prompts. The Backend function has_permission of open_webui.utils.db.access_control was updated to also check user permissions.

Changed

Permission Checks for Models, Knowledge and Prompts were streamlined. Backend Permission checks of Models, Knowledge, Pompts all now use open_webui.utils.db.access_control.has_permission.

Fixed

Missing shared Prompts due to missing access permission check.
