Note to first-time contributors: Please open a discussion post in Discussions to discuss your idea/fix with the community before creating a pull request, and describe your changes before submitting a pull request.
This is to ensure large feature PRs are discussed with the community first, before starting work on it. If the community does not want this feature or it is not relevant for Open WebUI as a project, it can be identified in the discussion before working on the feature and submitting the PR.
Before submitting, make sure you've checked the following:

Description
This Pull Request modifies the ChatItem component in the sidebar:
Users no longer load chat content when hovering over ChatItems, and it is also impossible to drag and drop chats from one independent owui instance into another independent owui instance.
However, many users currently have extremely lengthy chat histories, with each chat log averaging over 4MB and sometimes reaching 8MB.
Additionally, browsers only allow processing 6 HTTP requests simultaneously. This means if a user hovers over the sidebar and scrolls to find an older conversation, it can trigger over 30 requests.
When the user finally locates the desired conversation and attempts to open the chat history page, it triggers the same requests again. Since the browser has already reached its concurrent request limit, the page may take over 2 minutes to load.

Additional Information
Personally, I doubt many ordinary users would need to import/export conversations by dragging and dropping between multiple OpenWebUI instances.
Moreover, there's currently no documentation explaining this feature within the UI itself—users would have to actively dig through the source code to discover it.
If cross-instance import/export of chat data is truly necessary, why not use the bulk export function in the settings page instead?
