THIS PR WORKS AS STANDALONE, BUT ONLY BECOMES REALLY USEFUL IF MERGED IN CONJUNCTION WITH #18582

MOTIVATION: By changing the behaviour of the suggestion/template prompts to ONLY INSERT by default and not immediately be sent away, admins gain the ability to provide prompt templates (incomplete prompts that require the user to provide additional information).
CURRENT BEHAVIOUR ISSUE: With the current default value of false, the suggestion prompts can only be used as very basic examples that have no real use like "Explain stock options to me" or "tell me a story" - and the user does not even have the option to modify them because they get instantly sent away.
