Description

Following #16222 and #16192, this PR introduces separate otel logs exporter config.

Added

New configuration/environment variables:

OTEL_LOGS_EXPORTER_OTLP_ENDPOINT - otel logs exporter endpoint, defaults to the OTEL_EXPORTER_OTLP_ENDPOINT one if not specified
OTEL_LOGS_BASIC_AUTH_USERNAME and OTEL_LOGS_BASIC_AUTH_PASSWORD - basic credentials for authentication handling in logs endpoint. Defaults to the traces credentials.
OTEL_LOGS_OTLP_SPAN_EXPORTER - the span method for the logs exporter (http/grpc). Defaults to the traces span exporter method
OTEL_LOGS_EXPORTER_OTLP_INSECURE - whether the logs exporter should be insecure or not. Defaults to False like the traces one.

Additional Information

Only configuration naming was changed. No changes to exporter logic.
