Allow configuring PostgreSQL connection with more granular environment variables.

If 'DATABASE_URL' is not provided, check for additional environment variables to form a connection string('DATABASE_USER', 'DATABASE_PASSWORD', 'DATABASE_HOST', 'DATABASE_PORT', 'DATABASE_NAME') before falling back to sqlite.
