Description
Adds a message timestamp above users queries within chats in Chat Bubble UI mode. Timestamps are now displayed above the message bubble in chat bubble mode and become visible on hover of the entire message container.
Changed
Refactored the message timestamp display logic:
In non-bubble mode, the timestamp remains within the user's name line.
In chat bubble mode, the timestamp now appears above the message bubble, aligned to the right, and is only visible on hover of the entire message container.
Added the group Tailwind CSS class to the main user-message container to enable group-hover effects on child elements like the timestamp.

This PR fulfills a standing feature request I submitted within the Open WebUI Discord server.
