Problem Description

I appreciate you have added the Customizable Banners feature

That's pretty good because you can communicate with your users, but unfortunately, there's no way to filter by user groups.

Desired Solution you'd like

Set the customizable banners for users groups so you can send messages to specific groups.

I do understand your need but I think it will a global refactor of the banner code to implement it since banner are managed at admin level.
Moreover it will complexity for instance the internalisation feature
