Changelog Entry

Description

get_function_module_by_id calls get_function_module_from_cache with load_from_db=True, which queries the DB on every chat request to check if the function's content changed. This is redundant on the chat path: the model-list refresh already detects code changes and updates the in-memory module before any chat request arrives.

Added a load_from_db: bool = True parameter to get_function_module_by_id. The model-refresh path keeps the default. The chat path passes load_from_db=False.
