It allows a way of manual group assignments when using OAUTH_GROUP_MANAGEMENT

Added

You can use OAUTH_GROUP_BLACKLIST to specify a list of groups not managed by the oauth group management system
So you can create special groups with specials permissions and assign manually some special users in it
The oauth group management system will ignore groups in this blacklist
