Description

In this PR, the user's global settings like temperature and max_tokens are passed to the OpenAI-like endpoint if the model's info is unavailable. It is related to https://github.com/open-webui/open-webui/issues/2728. This issue mentions that we can use Pipeline, but given that the user has many models, it is infeasible to configure each model one by one.

Fix the type casting for top_p and frequency_penalty when getting data from model_info
