Changelog Entry

Description

Fixes incorrect checks for empty STT_ENGINE and TTS_ENGINE configuration values. An empty string for STT_ENGINE means "use local Whisper" (the default), not "not configured." This fix removes the blocking check on the STT /transcriptions endpoint and changes the TTS /speech endpoint error from 403 to 404 for proper semantic meaning.

Fixed

Removed incorrect 403 check on STT /transcriptions endpoint that blocked requests when STT_ENGINE="" (local whisper)
Changed TTS /speech endpoint error response from 403 to 404 when TTS_ENGINE="" (service not configured)
This PR should solve the issue described in https://github.com/open-webui/open-webui/issues/20531.

Additional Information

STT_ENGINE="" is the default value representing local Whisper engine
The other STT_ENGINE=="" checks in the code are correct logic for handling local whisper transcription
TTS_ENGINE="" indicates no TTS service is configured, so 404 (not found) is more appropriate than 403 (forbidden)
