Description
Python backend ignores user-defined .env settings (e.g. OFFLINE_MODE=True) when installed via pip and run with open-webui serve. Detailed information at #16450
.env variables (e.g. OFFLINE_MODE=True) now correctly load when running CLI commands such as open-webui serve and open-webui dev after pip installation.
Replaced hardcoded .env path lookup with find_dotenv(usecwd=True) to allow loading from the current working directory.
Ensured environment variables are loaded for CLI commands by importing env in __init__.py.
