Add new permission to disable/enable image capture to be more compliance with GDPR.

From now on, everything you do in your organization must, “by design and by default,” consider data protection. Practically speaking, this means you must consider the data protection principles in the design of any new product or activity. The GDPR covers this principle in Article 25." To ensure that our users are aware of what they are doing, and making it harder to do something stupid. What we have made is a permission setting - you don't have to agree, or even use it.
