Expected Behavior

Non-admin users should be able to see and use tools they have been granted access to, just as admin users can. The GET /api/v1/tools/ endpoint should return the tool list successfully for all authenticated users.

Actual Behavior

When a non-admin user logs in, the GET /api/v1/tools/ endpoint returns HTTP 500. No tools are displayed in the chat interface for non-admin users. Admin users are completely unaffected — tools load and display correctly when logged in as an admin.

Steps to Reproduce

  1. Deploy Open WebUI v0.8.9 using Docker (official image).
  2. Start the container and open the Web UI in a browser.
  3. Log in as an admin user → navigate to a chat → tools are visible and working correctly.
  4. Log out.
  5. Log in as a regular non-admin user → navigate to a chat → tools are missing from the model interface.
  6. Check the Docker container logs → observe a 500 error on GET /api/v1/tools/ with the traceback shown below.

The GET /api/v1/tools/ endpoint should return the tool list successfully for all authenticated users. ### Actual Behavior When a non-admin user logs in, the GET /api/v1/tools/ endpoint returns HTTP 500. No tools are displayed in the chat interface for non-admin users. Admin users are completely unaffected — tools load and display correctly when logged in as an admin. Additional note: After rolling back to the previous version v0.8.8, the issue is no longer present — tools load correctly for non-admin users. This confirms the regression was introduced in v0.8.9.
