Image Perhaps then this should be removed from the Environment Variable Configuration section.

Why should it be removed? Then we would have to remove (idk) 80% of environment variables just because they are persistent config? On the very very very top of the page there is a nice and easy to understand description/explanation of persistent config. Read it and then go to the admin panel and configure it there.

As I already recommended: read this! It explains clearly how you can turn off persistent config.
