### Expected Behavior
tools are available if a tool server is added from admin panel.
### Actual Behavior
No Tools are available if the tool server is added via Admin Settings.
### Steps to Reproduce
1. Open Admin Panel -> Settings -> Tools
2. Add a tool server
3. Open a new chat to check Tool List
### Logs & Screenshots
No errors.
### Additional Information
I am able to see the tools if I add the tool server from user settings.
I am not sure if this behavior is by design?

We've run into the same problem with our team. One team member has added a Global Tool Server in the admin panel. No other team members are able to see the server or the tools, including other admins. Very odd.

and s/he added a entry for each server tool? (and enabled its in the model?)

I forget...& did s/he set the visibility of the tool as public or private for correct groups? (in server-tool gear)
