This Pull Request introduces the official Simplified Chinese translation of the README (README.zh.md) and adds a language switcher to the main README.md.

Open WebUI is a rapidly growing AI platform with a significant and active Chinese-speaking user base. Providing high-quality, localized documentation is crucial to improving accessibility, fostering community growth, and helping more users leverage the platform's extensive features in their native language.
Changes Made
Added README.zh.md: A full, professional Simplified Chinese translation of the project's primary README.
Language Switcher: Added a clean English · 中文 toggle at the top of the main README.md (positioned below the banner for high discoverability).
Structural Parity: Maintained 100% parity with the original English documentation, including all feature descriptions, badges, images, and formatting.
Technical Accuracy: Used industry-standard Chinese terminology for technical concepts like "RAG", "Artifacts", "Model Builder", and "Pipelines".
Sync Note: Ensured all relative links and images are correctly resolved in the localized version.
