  • Paginate GET /files/ by adding skip and limit query parameters and routing the endpoint through the existing paginated file search path instead of full-table .all() helpers.

  • A lightweight regression test that verifies list_files exposes pagination parameters and no longer calls the full-table file helpers.

  • GET /files/ now defaults to limit=100 and supports skip / limit for both regular users and admins with bypass access control enabled.

  • Reduced the memory and performance risk called out in #22206 for GET /files/, which previously loaded the entire file list into memory.
