When the OFFLINE_MODE is activated, both update-check-buttons are not longer displayed.

Description

When the OFFLINE_MODE setting is set to true, this disables Open WebUI's network connections for update checks and automatic model downloads. In this PR, the "Check for Update" buttons from the UI are also hidden if the OFFLINE_MODE is activated.
