Refactored handler logic for OpenAI "o"-series models (o1, o1-mini, o1-preview, o3, o3-mini, o4-mini) to use a universal handler function.
Improved code maintainability and ensured compatibility with new and future o-series models.

Unified logic for converting max_tokens to max_completion_tokens for o-series models.
