Is your feature request related to a problem? Please describe.
Every time I add a new model to Open WebUI, the models are always set to "Private" by default, and I'm sharing my Open WebUI with friends, so I have to go into the detailed settings interface of each model again and again to change the permissions to "Public," which is a terrible torture for both my hands and my spirit..

Describe the solution you'd like
Allow setting the default for new model permissions to "Public"

Describe alternatives you've considered
No solution

Additional context
This problem has been complained about by my friends and other communities for a long time, and some people have even given up using Open WebUI because of such tedious repetitive operations—because they manage a very, very large number of models. But it seems that no one has actively raised an issue...
