Tools are always enabled for all models
Steps to Reproduce:
Add Tool
Enable Tool in one Model only
Go to chat of another Model
Expected Behavior:
The Tool should only be enabled for the models in which they are selected
Actual Behavior:
Tools are visible in chats for all models
Environment
Open WebUI Version: 0.3.10
Ollama (if applicable): 0.2.5
Operating System: Ubuntu 20.04
Browser (if applicable): Firefox

Confirmation:

I am on the latest version of both Open WebUI and Ollama.
