Description

For OTEL_METRICS_EXPORTER_OTLP_INSECURE & OTEL_LOGS_EXPORTER_OTLP_INSECURE, we should set the default value to the value of OTEL_EXPORTER_OTLP_INSECURE instead of the hard-coded False, just like other otel metrics and logs settings.
