Changelog Entry

Description

This PR presents some improvements for the qdrant client, including better control over hnsw config and timeout. Also changed the get and query retrieval logic which should make these faster.

Added

New environment variable QDRANT_TIMEOUT which controls the timeout of all the queries to qdrant
New environment variable QDRANT_HNSW_M which controls the way the hnsw index is constructed

Changed

Both get and query functions retrieval function changed to scroll instead of the generic query_points which should improve retrieval speed if no search is used.
Disabled global hnsw index build for multitenancy collections, as recommended in https://qdrant.tech/documentation/guides/multiple-partitions/?q=multitenan#calibrate-performance. Users can control the payload_m in multitenancy mode with the QDRANT_HNSW_M config.

Additional Information

Tested it mostly on multitenancy mode, but the logic is the same on the non-multitenancy mode
