I have searched the existing issues and discussions.

Problem Description

Currently, you can only make a knowledge base completely public or share it with groups. However, users can't create groups and thus can only share to groups that the admin has created.

Desired Solution you'd like

Users should be able to easily share their knowledge base with individual other users.
