In the code the URL for static resources is used in different ways:
Sometimes it is used like this:
src="{WEBUI_BASE_URL}/static/favicon.png"
and sometimes like this;
src="/static/favicon.png"
This PR just streamlines the src and href calls to static resources so that it is uniform.
