Bug Summary: pip install fails to install open-webui in a clean environment with python-3.11

Reproduction Details

I have also read other issues, e.g. https://github.com/open-webui/open-webui/discussions/2596 and tried the suggestions in there to no avail:

Fatal error from pip prevented installation. Full pip output in file:

Some possibly relevant errors from pip install:
    ERROR: Could not find a version that satisfies the requirement 3-11 (from versions: none)
    ERROR: No matching distribution found for 3-11

Error installing 3-11.

Just chasing my own bug report to add that install also fails with a more specific python 3.11 version (e.g. the 3.11.0 final version released on Monday, 2022-10-24, according to PEP 664: https://peps.python.org/pep-0664/).
