What is the issue?

I recently installed Ollama on an old machine running Ubuntu linux. When running Ollama, I notice it utilizes 100% CPU. Looking on the internet I tried to do a work around. I did the method to add "Environment="OLLAMA_HOST=0.0.0.0:11434" HSA_OVERRIDE_GFX_VERSION=10.3.0

However, I still have no luck. I recognize that the 6600 XT only has 8 VRAM but I am trying to run qwen3:4B so it shouldn't be an issue. Any help is greatly appreciated
