It would be convenient if the capabilities of a model (completion, tools, insert, <future caps>) were made available so that clients can adjust API calls.

Yes, this would be great! It might even encourage people to find common abstractions (wrapping in API , training common approaches, maybe even closing the gap between approaches at the prompting layer?
