What is the issue?

Error: pull model manifest: Get "https://registry.ollama.ai/v2/library/gemma3/manifests/4b": proxyconnect tcp: dial tcp 127.0.0.1:1080: connectex: No connection could be made because the target machine actively refused it.

Proxy problem. Fix the proxy and you will be able to download the model.
