What is the issue?

platform:
Retina 5K, 27-inch, 2019
Sonoma 14.7.2
Radeon Pro Vega 48 8 GB

It doesn't appear that Ollama is using the GPU at all. When running docker ps is says 100% CPU. Googled around and I'm guessing this is because it's a damn old GPU and relatively old machine now. Just wondering if it's something I can overcome myself (without upgrading hardware) or if I'm shit out of luck?

According to the Apple developer site, only Pro Vega is supported in Metal. I think you are SOL.
