The list is a directory of resources, not a redistribution -- requiring an OSI-approved license on every linked repo gates legitimate items (public-domain code, custom permissive terms, blogs, communities) for no real benefit, since the maintainers don't audit licensing on behalf of readers anyway. Replaces the requirement with an explicit "as is" note and removes the matching disqualifier and checklist items.

* [Title](URL) Descriptionwith no trailing period. - The description language matches the resource: English if the resource has an English version, otherwise the original language of the resource.
- All links resolve.
- The project is usable without paying the author or signing up for the author's commercial service.
- If I added a new top-level section, I also updated the
<!-- toc -->block and added a[goto top ⇑](#google-apps-script-list)link. - My diff contains only the lines I'm actually adding (no whitespace churn or reflow).
- One entry per PR (I'll split if I have more than one unrelated addition).
