It would be great to be able, as an admin or repo owner, to delete an issue created by any user.

For example, when a spammer creates issues, you can close them, remove the user, but the issues still exist. The only way to kind of erasing the content is to edit the issue and remove its content. But the issue still exists, then, though empty.
