As a user I would like to control who can create issues on the repository. Eg. Restrict issue creation for repository owners.
Reason:
I have one repository that is constantly attacked with spam. I have one repository used by a team but public facing so users can follow development but should not be able to create issues.

I have not found a way to do it currently on gitea, but if there is such feature already, I would appreciate pointers.

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
