push failed after migration into docker container #5548

Description

After I moved a gitea installation, that was on a server on its own, into a docker container via the backup and restore method from the docs, I'm recieving the following error message on a push

! [remote rejected] master -> master (pre-receive hook declined)
error: failed to push some refs to 'git@domain:team/repo.git'

I already executed the gitea admin regenerate hooks command multiple times, with no avail.

Ok I had a look into it some more, and it seems that my Organizations are gone, but I have no idea why.
